I remember reading an article about a marketing service that hires local college kids to contact local businesses that maybe in need of pest control services. They charged on a per contract basis meaning they would agree to get your $ XXXX amount of monthly business in exchange for a flat rate. I have looked online and cannot find any service like this. I find lots of pay per lead type of program but nothing that handles the complete sales process and hands over the contracts.
I would really like to know if anyone can tell me who offers this service?.

I know what you are talking about. I have been solicited by people selling cards with coupons on them for automobile maintenance. You buy the card for $25 and get hundreds of dollars in discounts.
Look for ad agencies, especially those that provide door hangers or coupon books. They may at least be able to point you in the right direction.
